is Plymouth a "goldfish bowl"?

Here is a letter from a Plymouth resident [which references Robert]. The writer seems to be claiming that Plymouth is a cultural desert ... not a new claim.

He also says that it's difficult to get anything off the ground...

Having been one of the goldfish in the sixties, I never felt there wasn`t a chance to escape to the ocean, it is only next door after all and doesn`t take more than a leap off faith, to get your feet wet. Cultural desert, not while Robert was around! He inspired this goldfish and continues to do so. While i`m on has anyone an update on the Library sort out? Annie thanks for breathing a little life into the site with your posts. I was begining to think I was in a cultural desert. God forbid!

Sorry that my last post was not very useful. The link was not really a link.  Here's another link ... I hope .. also not about Robert but relating to his son, Wolfe, another artist.
